This is the Kapsalon. In Dutch it means a hair salon frequented by women. In Rotterdam it is a dish you can find at most eateries. The origin of this dish, as told to me by a friend in Rotterdam last October, is as follows. Cape Verdean immigrants who were working at a hair salon went across the street to a Moroccan restaurant. They asked the Moroccan immigrants there to construct a dish from the Cape Verde Islands. The Kapsalon is what resulted, which is now available at most restaurants as an off-menu item, available only by asking.
